How do I get information about a US Army Ranger who is a liar?

He calls himself a Ranger anyway. Told me he was in Afghanistan, but when I checked his IP address thru his sent emails turns out he was in Kosovo. The lies he told me were unfriggin believable. Also sent me photos of his so-called "kill shots" as a sniper. I have photos of him in uniform complete with the Ranger Tabs. And since I had webcamed it is the same person. I had to see for myself if the photos matched the face and they did. So now what? Does the Military allow their Army personnel to behave like this?
