Dog has cold or pink eye help!?

My dogs eye seems red gly looking and the pupil seems to turn up towards his upper eyelid and appears to have a bluish ring around the pupil reminds me of when I have a cold in my eye or pink eye is it possible he has that and any cures for it without Vet care like Boric Acid?? I use that when I have cold to get the dry crusty stuff out!
