Should I be concerned do you think hes a potential pedophile?

I am a woman, my daughter is 7. I met this guy weve been freinds for 3 years now. actually he met me...he sort of really wanted to be my friend. Hes had a crush on me but i had no interest in him at all and told him that from day one. but he still wanted to be freinds. well, my dad mentioned something. That when my dad comes around to play with my daughter, he says my freind acts jealous and will try to distract them. for example, we were all at a restaurant and my daughter was talking to grandpa, and my friend started playing footsie with her which i thought was wierd and rude. Another thing is when she is on the phone with grandpa and my friend is here, he will try and distract her by playing with her. Now i trusted him bc weve been such good friends, but now im concerned. Also he plays with her alot ( NEVER ALONE) i noticed last night he poked her in the belly and she giggled, and he puts her hand on her shoulder alot. i thought well maybe hes trying to prove he can be a good dad to me or something. but my dad says he thinks he could potentially be a pedo. one last thing, he takes a lot of photos of my daughter, i didnt think it strange til now. the guy is a quieter type, never been married, and probably been rejected by women a lot. it sounds like i may have a concern here, tell me what you think?
