Are pantheists really atheists who like using the word "God" to mean "Universe"?

If pantheism is the belief that God is everything, how is that different from atheism? I can see that it could be the belief that the world is conscious or alive, but that would simply make it non-naturalistic. Even worshipping the Universe seems pretty similar to just having reverence for all of what a theist would call "creation".
