Isn't water more hygeinic than toilet paper?

Isn't using water for cleansing after defecation more hygienic than using toilet paper alone? More countries in the world use water than toilet paper. I mean for example, if theres bird droppings on the car -- would you wipe those droppings away with a cloth, or would you use water to wash them away? Then how come western countries prefer TP? Also hands need to be thoroughly washed with soap and water after cleansing, whether TP or water is used, but not too many people wash hands either after using TP. So many times i have seen in public restrooms men come out after taking a crap and they never wash hands and walk out. How come?
