Would this fiscal solution work for liberal states?

It amazes me how people that do not live here think they know what is happening. We have the highest income tax, sales tax, corporate tax, gas tax and property tax in the nation. Both Houses in Sacramento are controlled by the Democrats. The only thing that has saved us is the Republicans refusing to go along with their raising taxes. They had 40 billion more this year than last and they spent it over the objections of the Republicans. Ca. is a revenue generating machine. If the Democrats would go back to the 2003 spending levels we would be alright. We spend billions a year for benefits for illegal aliens that Ca. residents cannot get. They brought in the lottery to help schools. Instead the Democrats deducted the amount the lottery brings in from the General fund that was supposed to go for the schools. The Democrats refuse to cut spending and the Unions have bought and paid for the Democrats in Sacramento. They want to tax haircuts, beauty parlor visits, veterinary services, auto repair, add a two and a half percent surcharge to our income taxes. They are turning the carpool lanes, which by the way we have already paid for, into toll lanes. What they tried to do was p a tax increase bill of 18 billion. They cannot do this without a two thirds majority of both Houses. So instead of calling them taxes, they are calling them "fee's". Fee's only need a simple majority of the votes of both Houses. The thing is this violates the 13 Amendmant of our State Constitution. Our Gas "fee's" will go to forty cents a gallon. Business are leaving Ca. in droves. Over 130,000 people left Ca. than moved here this year because of the high tax rates. It has to stop. The list of tax increases is endless and Arnie is a goof. He is a very Liberal RINO and has not kept his word on anything.
